Launch of the European Governance Monitor – Perspectives from the Inside
Pre-Event to the Dahrendorf Symposium 2016

The event will start off with perspectives from inside of the European Commission’s Directorate General on Employment and Social Affairs and Inclusion, with László Andor, former Commissioner and now Mercator Senior Fellow at the Hertie School of Governance, holding the Opening Statement. The insights from the inside workings of the Commission and task at hand will introduce the context of the European Governance Monitor, and point to the necessity, in an integrating Europe, to monitor EU member states’ performance in keeping up with their responsibilities of implementing EU policies.
Delivering practitioner oriented research, the European Governance Monitor (EGM) is a new indicator framework, which has been developed at the Hertie School of Governance to measure the comparative capacities and performance of key national institutions and subnational agencies in charge of implementing EU policies. The first round of results on the transposition of EU employment policy in Germany, Spain and the UK will be presented at the launch event, as well as the actual indicator framework and its next exciting steps.
In aiming to help understand and improve European governance, high profile EU and national politicians and researchers will debate the new trend of monitoring European governance in a panel discussion. Discussants include:
- Franziska Brantner, Member of German Parliament (deputy member of the European Committee in German Parliament) and former Member of European Parliament
- Christian Kroll, Sustainable Governance Indicators Project Manager at Bertelsmann Foundation and Visiting Lecturer at the Hertie School of Governance
- Isabelle Maquet, Deputy Head of Unit: Spain and Malta from the European Commission’s Directorate General on Employment and Social Affairs
- Holger Winkler, Head of Unit: European Affairs in the German Federal Ministry of Employment and Social Affairs
Moderator:
- Josef Janning, Co-Head of the Berlin Office of the European Council on Foreign Relations and manager of the European Cohesion Monitor.
The perspectives from the inside of both European and national policy-making and implementation will help identify where the challenges but also opportunities of European coordination and integration lie.
